Breast screening reporting for National Accreditation Standards and operational reporting

Effective teaming using an agile approach helps ACT Health achieve tight deadlines.

The Brief

BreastScreening ACT went live with a new BreastScreen Information system in December 2014. Prior to the release it was identified that the National Accreditation Standards (NAS) reports contained within the product were not complete and the operational reports provided did not meet business requirements. ACT Health engaged MKM Health to investigate, verify and re-engineer the reports so they would meet business requirements as well as meet the national standards.

The Client

ACT Health is the government directorate responsible for the delivery of health services across the Territory. ACT Health sets health policy and plans the delivery of health services, while ensuring these services meet community needs. ACT Health provides inpatient, outpatient and community health services to acute and sub-acute patients across the Territory. They have a wide range of information technology solutions deployed to meet the requirements of a diverse population and are continually expanding and evolving the use of technology to meet the ever changing demands of healthcare.

The Situation

Report deadlines were fast approaching and ACT Health needed verification that the reports that had been written were accurate and met business requirements. In terms of meeting these tight time constraints there were a number of factors:

  • The reports were being generated from a new product so there was some education required for staff  as most of the initial vendor implementation team had moved on to other projects.
  • The due date for reports was approaching quickly so the reports needed to be completed and verified in a relatively short period of time.
  • As BreastScreen was going live with a new product, the staff were both learning the product and running the daily business, so access to business experts was limited at times.
  • The built-in NAS reports did not have a drill down capability, which was a feature of the previous breast screening application. For the business this was an imperative, as achieving reporting metrics could come down to a single client missing from the data. At this point, it was identified that the NAS reports had to be rewritten to enable the collection of client level data.
  • In the development of the original reports, different styles and scripting patterns were used, so MKM Health helped establish a standard that would be applied to all reports for a professional result.
  • NAS reports required state of residence at the time of the screening, but the data only contained the clients’ current address.

The Solution

The ACT Health staff that had been part of the original project were an obvious addition to the MKM Health team for the new project. They would be readily able to assist with the investigation of the accuracy of the reports and provide quick feedback on any data issues. MKM Health also provided an onsite project manager as the ACT Health team familiarised themselves with the new product. MKM Health consultants also helped to oversee the development of each of the NAS and operational reports as well as provide technical implementation staff.

The scope of the project included:

  • Consistent look and feel across all reports.
  • NAS drill down capability available for specific reports so that the business would be able to identify each client against each measure to test the accuracy of the reports.
  • Consistency in date filtering.
  • NAS reporting needed to comply with the data definitions. Early investigations found that some measures in the previous version of the NAS reports, from the old reporting system, were not accurate, so a task for each measure was added to ensure the scripts were consistent with the NAS standards and documentation. There was a need to review the data definitions and ensure they were applied appropriately at a report by report level.
  • Revisiting of business rules for operational reports. After many years of using one consistent product ACT Health had developed many iterations to the business rules governing the report generation. The new project enabled MKM Health to run the old reports in the pre-existing environment and review these alongside the new reports in the new application and review the results.

The Result

MKM Health staff were available onsite so the business was engaged through every step of the process. As each report was completed teams could review them together and make recommendations. This flexible arrangement meant teams could be highly responsive and quickly implement changes to the reports. As testing was performed at every level, the business was extremely confident that the reports were accurate. In fact, during this process they found instances where the old reports were not entirely accurate. Reports were released into production on a daily basis.

This gave the business confidence as MKM Health were able to consistently demonstrate that regular progress was being made despite the significant size of the project. All of the reports were in the user acceptance testing phase within three months from the start of the project which meant the business were able to complete their NAS reporting in the required timeframe.

MKM Health was subsequently engaged to assist the business when data errors in the migrated data were identified. MKM then developed a plan to rectify data issues and if required, write scripts to assist with the data cleansing.

The Future

MKM Health was awarded further work to develop additional reports and rewrite existing reports required by ACT Health.

MKM Health has been subsequently engaged to help with data fixes in the migrated data as a result of the knowledge acquired during the course of the project.
